Why ESL certs allowed teach? The simple answer is, governments mandate it. Students previously paid lot money bad English teachers.

Students government demand more!
If certification quality certification, find employment good schools.
Bad schools hire you, pay substandard working conditions bad too. In cases bad school pay recourse.
